Collecting signatures is the easy part. The hard part is that nothing in Philippine law obliges Congress to read them, so a number on a website goes nowhere on its own.

Boses is built around what happens after. Every campaign produces a bill you can actually read, a signature list showing how national the support is, and the signers' own comments. All of it goes to 24 senators in one package.

How it works

Four things, done properly.

Verified signatures only

Every signature confirms a real email before it counts. Duplicate and bounce rates get published with the total. An unverified list gets dismissed as bots, and it should be.

National spread, not a national total

Senators are elected by the whole country, so the persuasive number is how many provinces signed. Two thousand names from 60 provinces is a mandate. Two thousand from one city is a complaint.

A bill, not a demand

Each petition ships with plain-language clauses, a formal draft, and a note on where each clause already works in another country. Any senator, any party, can file it. Nobody is charged.

Comments travel with it

The bill text is frozen and versioned so everyone signs the same document. Signer comments ride alongside it and are forwarded in full, because personal accounts are what survive a committee hearing.

What Boses is not. It isn't a People's Initiative under RA 6735, which needs 10% of registered voters signing in person before an Election Registrar. That's the only citizen mechanism with binding legal force, and nobody can do it online. Everything here is political pressure, which means credibility beats volume.
